City Rebate Programs for Basement Flood Protection

Toronto has expanded its Basement Flooding Protection Subsidy Program. Eligible residential property owners can now access up to $6,650 per property, increased from the previous maximum of $3,400. The expanded program includes higher subsidy amounts, a new home plumbing assessment subsidy, support for a second backwater valve where homes have multiple sewer connections, sump pump battery backup support, and an extended application period.

Mississauga offers a Basement Flooding Prevention Rebate Program with rebates of up to $7,500 for eligible basement flood prevention measures. The City lists eligible measures including sump pump installation, foundation drain or weeping tile pipe capping, downspout disconnection, and storm lateral backwater valve installation.

A major detail matters here: as of February 12, 2025, Mississauga requires pre-approval before basement flooding prevention measures are installed in order to be eligible for a rebate. The City describes the process as a two-stage application: pre-approval before the work, then final approval after completion.

Peel Region states that homeowners should work with a licensed contractor, obtain the required municipal building permit, and pass inspection after installation. The Region also makes an important distinction: this rebate applies to a sanitary backwater valve, not every type of backwater valve installation.

For Mississauga homeowners, this is where things can get confusing. The City of Mississauga program may apply to certain storm-related flood prevention measures, while the Region of Peel rebate applies to a sanitary backwater valve. The right program depends on the type of work, the lateral being protected, and the property’s drainage setup.
